As regards the revised rates of
salary which you propose for the Marine
Service, I understand that experience in
this country has shown that there are
advantages in having a larger number of
senior grade posts with a slightly lower
salary scale for the junior grade, and that
produced

senior grade posts with a higher scale for
the junior grade. I understand further
that it would be approximately in accordance
with the conditions in the Home Service if
the 14 departmental posts in Hong Kong were

(apart from the Government Marine Surveyor's

own post) in the ratio te 10 to 4 instead of
12 to 2 as proposed in Mr. Smith's despatch.
